If technical debt is causing an issue then it should be considered as a candidate for upcoming work in the same way as "adding feature X". Make a business case and illustrate the value that resolving the technical debt will deliver. If it delivers more than introducing a new feature then it should be done. At the end of the day, it's all still the product!
